Site Security and Emergency Management Plan: Riverbend Towers

Purpose. The site-specific plan for the concierge, patrol, access control and emergency response services Vantage provides to the Riverbend Towers body corporate at South Brisbane.
1.Site overview
Riverbend Towers is a two-tower residential community of 212 lots at South Brisbane with a shared podium, a pool, a gym, basement parking on three levels and ground floor retail tenancies. Vantage manages the scheme and provides the concierge desk from 6:00 am to 10:00 pm, night patrols and alarm response, and the common property cleaning. The building manager employed by the body corporate is the first point of contact for the committee.
2.Roles and rostering
One licensed officer staffs the concierge desk each shift. A mobile patrol visits between 10:00 pm and 6:00 am at irregular intervals and responds to alarms. The control room monitors the intercom, the fire panel interface and CCTV. Officers on this site must hold a current security licence, first aid and the site induction.

3.Access control
Residents use fobs. Visitors are admitted through the intercom by the resident or by the concierge after checking the visitor register. Contractors must sign in, show their induction card and be issued a temporary fob that is returned at sign-out. Real estate agents and tradespeople for individual lots must be authorised by the lot owner or the managing agent.
4.Known risks
The site has recurring issues with tailgating at the car park roller door, short-term letting guests without fob access, after-hours pool use and noise complaints between lots. Two incidents of aggression towards the concierge were recorded in the last year. Officers must use de-escalation, must not leave the desk to confront a person alone and must call the patrol or police under the incident procedure.
5.Emergency response
The fire panel is in the ground floor fire control room. On a fire alarm, the concierge follows the building's emergency plan, meets the fire service at the main entrance with the fire panel key and the tactical plan, and does not use lifts. The evacuation assembly area is the riverside park. Medical emergencies: call an ambulance, provide first aid, send the patrol officer to guide paramedics. Lift entrapments: contact the lift company and reassure the occupants through the lift phone.
6.Reporting and review
Every shift ends with a handover entry in the log. Incidents are reported under the Security Incident Response and Reporting Procedure and summarised to the committee monthly by the Strata Manager. This plan is reviewed every six months and after any serious incident.
